South Korean President Proposes AI Standards Forum Among APEC Economies

During the Asia-Pacific Economic Cooperation (APEC) summit held in San Francisco, South Korean President Yoon Suk-yeol introduced an ambitious proposal to create a forum focused on developing common standards for artificial intelligence (AI) within APEC economies. This initiative comes in response to the rapid advancements in AI technology and its transformative impact on industries, economies, and global security.

A Call for AI Collaboration

President Yoon emphasized the urgency of addressing what he called the “grand AI transition.” He suggested forming a dedicated working group under the APEC framework to establish certification systems and standards for AI applications. His vision is to ensure that these guidelines prioritize ethical AI use and equitable integration across the manufacturing sector, a significant contributor to APEC’s economic output.

Stabilizing Supply Chains and Enhancing Digital Connectivity

In addition to AI, Yoon underscored the importance of strengthening digital connectivity and stabilizing supply chains disrupted by global challenges like the COVID-19 pandemic and geopolitical tensions. He highlighted the potential of agreements such as the Digital Economy Partnership Agreement (DEPA) to boost digital trade and cross-border technological integration.

Focus on Carbon Neutrality

Yoon also proposed organizing a “carbon-free summit” during the 2025 APEC meeting in Gyeongju, South Korea. This summit would engage governments, businesses, and international organizations in discussions about reducing carbon emissions, with a particular focus on clean energy solutions and sustainability.

Strengthening Regional Cooperation

The proposal aligns with South Korea’s broader strategy to collaborate with APEC’s 21 member economies on technological, environmental, and economic issues. Although Yoon met with leaders like U.S. President Joe Biden and Japanese Prime Minister Fumio Kishida on the sidelines of the summit, a planned meeting with Chinese President Xi Jinping did not occur, reflecting ongoing regional tensions​

Yoon’s initiatives showcase South Korea’s commitment to leveraging APEC as a platform for addressing shared challenges and fostering innovation-driven growth across the region.
